The Borough Code places general supervision of the affairs of the borough in the hands of council. Council serves as legislative body, setting policy, enacting ordinances and resolutions, adopting budgets, and levying taxes. Council also performs executive functions such as enforcing ordinances, approving expenditures, and hiring employees. Councilors are the proper recipients of complaints, ideas, and suggestions concerning borough affairs. Council members represent the communal interests of the citizens past, present, and future. Council members are elected to serve four-year terms.
